The Jackson County Port Authority Board of Commissioners has named Charles David Tillotson as port director of Port Pascagoula following the board’s approval of his employment agreement Thursday. The action follows approval of Tillotson’s appointment by the Jackson County Board of Supervisors earlier this week.
Tillotson brings more than three decades of experience in maritime operations, port business development, logistics and commercial management across public ports, private terminal operators and military logistics.
Most recently, Tillotson served as executive director and CEO of Louisiana Gateway Port in Plaquemines Parish, Louisiana, from December 2022 through January 2026, where he led strategic planning, infrastructure development, and commercial and operational activities.
His previous maritime industry experience includes leadership positions with Port Manatee, Carver Companies, Diversified Port Holdings, Metro Ports and Marine Terminals Corporation/Ports America. Throughout his career, Tillotson has worked with breakbulk, dry and liquid bulk, containerized and roll-on/roll-off cargo, with experience in port infrastructure, strategic planning and commercial development.

Tillotson is a U.S. Navy veteran and previously held civilian military logistics positions supporting marine and breakbulk cargo operations. He holds a Master of Business Administration from the University of Phoenix and a Bachelor of Science in management from Saint Mary’s College of California.
Tillotson will begin serving as port director on Monday, Aug. 24, 2026.
